OFW Application Guide 2026: Complete Requirements for Working Abroad

Applying to work abroad in 2026 is more structured than ever — and that’s a good thing. The Department of Migrant Workers (DMW) has consolidated requirements into a clearer process, but you still need to prepare properly. Here’s exactly what you’ll need.
1. Before you apply — the basics
You must be at least 18 years old (23 for domestic workers in most Middle East countries). You need a valid Philippine passport with at least 18 months of validity remaining, and a clear NBI clearance issued within the last 6 months.
Beyond that, requirements depend on your target position and country. Skilled workers need certifications; healthcare workers need PRC licenses; domestic workers need TESDA NC II.
2. The core document checklist
Every applicant, regardless of job type, prepares this base set:
- Valid Philippine passport (18+ months validity)
- NBI clearance (within 6 months)
- PSA-authenticated birth certificate
- PSA-authenticated marriage certificate (if married)
- Résumé / bio-data with photo
- Diploma and Transcript of Records
- Certificates of employment from previous jobs
- Training or trade certificates (TESDA, PRC, etc.)
- Medical exam results (from a DMW-accredited clinic)
- 2×2 and passport-size photos (white background)
3. Position-specific extras
Healthcare workers (nurses, caregivers, HSW): PRC license, Board of Nursing rating (for nurses), TESDA Caregiver NC II or HSW NC II, IELTS/OET score for select countries.
Skilled trades (welders, electricians, mechanics): TESDA NC II or NC III certificate for your trade, portfolio or proof of past work, valid driver’s license (for some positions).
Office / IT workers: Transcript, portfolio, certifications (Microsoft, AWS, PMP, etc.), IELTS if the employer requires it.
4. The application process — step by step
- Choose a DMW-licensed agency. Verify the license number on the DMW website (dmw.gov.ph). Samantha’s license is displayed on our office walls and available on request.
- Submit application & documents. You can do this at any of our four branches, or online through our application form.
- Skills assessment & interview. Our recruitment officer will assess your qualifications against active job orders.
- Employer interview. Once matched, you’ll interview with the foreign employer via video call or in-person.
- Contract signing. Review your DMW-verified employment contract carefully. All terms — salary, hours, benefits — must match.
- Medical exam & visa processing. Complete your DMW-accredited medical and any country-specific visa requirements.
- Pre-departure orientation (PDOS). Mandatory OWWA seminar covering your rights, culture, and safety in the destination country.
- Deployment. Receive your OEC (Overseas Employment Certificate) and travel documents. You’re ready to fly.
5. What you should never pay for
Under DMW rules, land-based workers pay a maximum placement fee of one month’s basic salary (some categories like domestic workers pay zero). You should never be asked to pay for:
- Job matching or “reservation” fees
- Employer’s share of visa processing
- Insurance premiums (OWWA covers this)
- Anything before contract signing
If an agency demands large upfront payments, walk away. That’s illegal recruitment.
6. Timeline expectations
From application to deployment, expect 6 to 12 weeks for most positions — longer for regulated professions (nursing, engineering) that require credential evaluation abroad. Domestic workers and household service workers typically deploy faster, often within 4 to 8 weeks of matching.
